Session
Abstract:
PAMECA presentation is divided into two parts. The first part will look into the law and order situation in Albania, particularly organised crime and corruption as one of the detrimental forces to its social and economic development. To understand it, the speaker will look back at the history of Albania, showing that the common denominator in its different historical phases is that Albania has always been ruled with harshness and with no respect for human rights.
Albania in the historical context will be examined through following phases: (i) Pre communist/socialist era (starting with the Ottoman Empire, Balkan Wars I & II, World Wars I & II); (ii) Communist/socialist era (1945-19990: with a country highly Stalinist and isolationist with no freedom of thought); (iii) Post communist era (the non-socialist regime starting in early '90 to present, where the Albanians, used to hard living conditions, suddenly came in contact with high western European standards and were determined to get those benefits as soon as they could, indulging themselves in serious crimes and bloody settling of scores).
The second part will focus on PAMECA known as a long-term ìfirst pillarî technical assistance Mission that assist in the implementation of rule of law in Albania. Giving a short history of previous EU Police Missions in Albania, the speaker will elaborate the Mission structure, its organisational values and objectives. Special focus will be given to PAMECA projects and activities, their linkages and synergy created as well as the position projected to the end of 2007.
