Tom Darcy, IBM

Biography
Tom Darcy joined IBM in 1993 creating the software and professional services business for IBM’s Printing Systems Division in Boulder, Colorado. Since that time he has served in a variety of leadership positions including representing IBM in government programs such as “CRM for Higher Education”, the US Postal Service’s “Tactical Marketing Team”, the International Data Post “Hybrid Mail”, and Healthcare reform. He currently has responsibility for Threat and Fraud Intelligence within Global Government for the IBM Software Group.
Prior to joining IBM, Tom spent 12 years at Digital Equipment Corporation in a series of management and executive positions within the Emerging Technologies business including leadership roles in Document Imaging, Multimedia and Speech to Text Synthesis.
His work with Information Management includes international representation with the Governments of the United States, Canada, Italy, Germany, France and the United Kingdom. He has published a variety of articles on such subjects as “Tactical Business Strategy” and “Systems Innovation”.

Abstract:
IBM’s Threat & Fraud Intelligence solutions for Government provide real time analytics for agencies tasked with national security, law enforcement and identity resolution. Using a comprehensive, inline capability, agencies are able to cull through billions of identity attributes and quickly uncovering entities which are attempting to mask identities and/or relationships. These solutions assist agencies in uncovering individuals and/or organizations which may represent significant criminal syndicates, insider threats, terrorist cells and other illegal entities resident within or external to national borders or organizational charters. Common deployments include Criminal Investigation & Law Enforcement; Customs, Ports and Border Crossings; Immigration, Counter Intelligence and Secure Transportation.
Using a series of actual case studies, Tom Darcy will present key government solutions in areas such as Identity Resolution (who is who), Relationship Resolution (who knows who), Global Name Recognition (cultural name recognition) and Anonymous Resolution (who knows who anonymously).
