Abstract:
Not all the hijackers aboard the doomed flights on September 11, 2001, had criminal records. Not all of them would have
been targeted as potential threats during a background check, such as the one proposed under the CAPPS II program. Even
if the government agencies charged with our national security could and did share vital information that would have kept
some of those terrorists off the planes--most of them would have been able to board. However, if our nation's airport
screeners had access to technology that could determine whether a passenger had "the intent to do harm"—none of them
would have boarded those planes.
Layered Voice Analysis (LVA), an Israeli-developed technology capable of measuring truth and emotion in the voice, is
emerging as an effective and efficient tool in the fight to keep our airways, mass transit systems and public infrastructures
secure. Federal integrators like Radian and Lockheed Martin are beginning to integrate LVA software with traditional
biometric and information technologies, such as facial recognition, access control devices, infrared imaging, and other
security monitoring technologies to create multi-factor security solutions that accurately assess unusual or suspicious
patterns at airports, train stations, bus depots and the entrances to secure buildings and areas.
Dr. Richard Parton, CEO of V, the exclusive developer of LVA-based security solutions in the United States and markets
throughout the world, will provide a detailed look at the history of this cutting edge voice analysis technology.
As part of his presentation Dr Parton will compare and contrast LVA technology to other truth detection methods,
such as Computer Voice Stress Analysis (CVSA) and the Polygraph. In addition, Dr. Parton will illustrate the methodology
behind LVA through a live demonstration of the technology. He will provide real-world case study examples of LVA's use
as a homeland protection tool from federal and state law enforcement agencies as well as international security forces.
