Biography

EDUCATION: B.S. Electrical Engineering - University of Texas at El Paso
Mr. Armendariz founded the SyTech Corporation in March 1991. Mr. Armendariz is a degreed electrical engineer with experience in
Signals Intelligence Collection and Electronic Warfare. In the summer of 1991 the Naval Research Laboratory (NRL) awarded a
contract to SyTech for a designed and manufacture of a Radar Direction Finding System. This system was extremely successful
and this led to the NRL awarding a multi year contract to SyTech for the design and manufacture of twelve (12) transportable
satellite communications systems that were installed at various locations around the world, e.g. Guam, Diego Garcia, Alaskan
Islands etc. Following this NRL contract, the SyTech Corporation designed the Advanced Digital and Analog Collection System
(ADACS). Since the 1995 timeframe the ADACS has been the flagship product and is currently in us by national intelligence
and security agencies as well as federal, state, and local law enforcement agencies. Mr. Armendariz has been instrumental
in the continuing development of SyTech state of the art products such as the All Source Analysis Module (ASAM) and the
Radio Inter Operability System (RIOS). The RIOS has been used in such high profile events as the 2004 presidential
inauguration, Super Bowls and the G-8 conference.

Session TE25: Electronic Surveillance Systems February 19, 15:00 - 15:45
Abstract:
Over thirty years experience in the research, design, development, testing and fielding of Signals Intelligence Collection
and Analysis Systems. As Chairman of the SyTech Corporation, has over site of the design and development of the Advanced
Digital Audio Collection Systems (ADACS), All Source Analysis Module (ASAM) and the Radio Inter Operability System (RIOS).
The ADACS is being used by law enforcement and national security agencies for the intercept and collection of telephone
and radio communications. The ADACS is capable of collecting voice and data to include VoIP, Fax and text messages. The
ASAM is an all source collection and analysis platform using the Microsoft SQL database. The ASAM allows for case management,
link analysis, automated user defined queries, and other analysis tools to assist in intelligence and criminal cases.
The RIOS is a software designed "smart" switch, which will allow for radio inter-operability of two or more communications
systems. The RIOS has been used for such high profile events as back up communications for presidential inaugurations,
super bowls and the G-8 conference.
