Biography

Frank spent almost 30 years in the management of high-tech companies, and then joined the
Federal Government to assist in technology issues. He was educated at Georgetown University
and at MIT. Frank holds a TS/SCI clearance with the FBI.
Frank was most recently with the FBI for 4 years. He was the first Program Executive for the
FBI's $600 million bureau-wide infrastructure upgrade and it’s acting Deputy Assistant Director
for Software. Frank also was the Program Manager for NIBIN responsible for creating a single
Government-wide Gun Fingerprinting (Ballistic Imaging) effort, and for the FBI’s worldwide
DNA database effort, CODIS.
Frank spent 15 years with Xerox Corporation in various management positions in marketing,
sales & finance. During part of that time, he was corporate's sales liaison to the famed Xerox
PARC (Palo Alto Research Center). During that time, most of today’s IT technologies were
being developed at PARC, including Ethernet, laser printers, Postscript, object-oriented
programming and operating systems, and the desktop graphic user interface.
Frank joined Apple Computer for 4 years, as the founding General Manager of its Government
Division. He created a successful partnership with the International Association of Fire Chiefs to
advise about and promote software developed for first responders of hazardous materials
incidents. Called CAMEO, updated versions are still used today by most fire departments.
Frank was also the CEO of two technology start-ups, in multimedia and in document
management. He founded one of these and sold both.

Session TE32: Information Sharing and Information Assurance - Can They Work Together? February 20, 10:00 - 10:45
Abstract:
Within the Intelligence Community, these Sharing and Security are viewed as separate
disciplines. But for each to achieve its individual mission, they need to be united into a single
"Information Sharing Assurance." However, both technical and cultural issues are in the way,
and technology has been unable to address the cultural obstacles. At least, up to now.
This Technology panel's view of the underlying technology problem is best summed up by
Bertrand Russell: "The greatest challenge to any thinker is stating the problem in a way that will
allow a solution."
The first speaker will talk about a different view of computers that redefines the fundamental
technology problem, and in the near future, will yield a permanent solution to this persistent
issue of systems security. And to deal with the real problems facing the audience today, the other
two speakers will provide practical comments about some technologies available today and some
thoughts on the specific uses and limits of cryptography in sharing environments.
The speakers have had relevant cyber security experiences with the NSA, the US Navy, and the
FBI, plus private sector experiences in Systems Integration, Cryptography, and Hi-tech products.
And the panelists do not represent any of the available technologies that will be discussed.
