Biography
Speaker's Photo Dr. David H. Ellis is the Chairman of U.C.R.'s Science Advisory Board. As a research ecologist for over 40 years, he studies raptors and endangered birds worldwide. He is the author of over 160 publications including three books.

A true "naturalist" in the traditional sense, his scientific curiosity draws him to some of the most remote and desolate places on earth, to witness and interpret the spectacle of our natural world. Having worked for the U.S. Department of Interior for over 20 years, he has first hand experience with State Department pressure at the behest of the Middle East leaders) to control his research and publication activities which would otherwise expose Arab misconduct in over-exploiting the world's wildlife resources and in subverting the governments of Central Asian states. Officially retired, Dr. Ellis continues fieldwork and publishing, now unhampered by government fetters.

Abstract:
The Union For The Conservation of Raptors is a 501(c)3 wildlife conservation NGO (Non-Governmental Organization), established by Mr. Khalsa to oppose black market smuggling enterprises that are financed and directed by key Arab royals. Casting a wide net, U.C.R. principles interdicted the highest ranking political leaders of the United Arab Emirates and Saudi Arabia who unluckily, continue to use government aircraft and diplomats to violate the same United Nations treaties, to which their own countries are signatories.

After 15 years of investigations in the field, U.C.R.'s 'Evidentiary Exhibits' were responsible for the United Nations 'Convention on International Trade in Endangered Species of Wild Flora and Fauna' (CITES) imposing comprehensive wildlife trade sanctions on the United Arab Emirates twice - first on November 20, 2001 and again on March 18, 2002.

U.C.R. has only recently surfaced publicly, to disclose the troubling details of today's Middle East smuggling cartels that transport banned weapons, cars, cash, and rare falcons into the royal falconry camps across ex-Soviet Asia. Internationally wanted terrorists and weapons merchants continue to arrive in these royal camps, hosted by U.S. allies from the Arabian Gulf. Al-Qaeda's 'training camps' are relatively insignificant, when compared to the 'royal falconry camps' that are al-Qaeda's de facto 'Board Room'.

Osama bin Laden and Ayman al-Zawahiri have a long history practicing falconry, as VIP guests during month-long visits with Saudi and U.A.E. hosts who sponsor today's royal falconry camps. The Clinton administration actually missed several opportunities to remove these terrorists and their radical hosts, as looming threats to U.S. security.

As a non-profit wildlife conservation organization that is singularly dedicated to raptor conservation, U.C.R. never intended or desired to investigate the tragic chain of events that will be publicly disclosed for the first time, at the Intelligence Summit.
