Biography

Professor Allen joined the University of Washington faculty in 1994, following his retirement from the U.S. Coast Guard.
He was the Honor Graduate in his law school class, served as Editor-in-Chief of the
Washington Law Review and
received the Carkeek Prize for legal writing. His teaching and research interests include maritime and international law,
national and homeland security law and constitutional law issues in the conduct of international relations. He is a
licensed master mariner, a fellow in both the Nautical Institute and the Royal Institute of Navigation and a member of
the U.S. Maritime Law Association and the Federal Bar Association.. Professor Allen is on the board of editors of
Ocean Development and International Law and authored
Farwell's Rules of the Nautical Road
(Naval Institute Press, 2005). He is admitted to practice in Oregon and Washington and in the Ninth and Federal Circuits,
the Court of International Trade, the Court of Appeals for the Armed Forces and U.S. Supreme Court. Professor Allen is
a master member of the William L. Dwyer Chapter of the American Inns of Court and frequently serves on the faculty of the
National Institute of Trial Advocacy.
