Biography
Speaker's Photo Wesley O. Hagood is a Principal in a public sector consulting practice in Virginia. He has provided consulting services to clients in the DoD, Intelligence, and Federal Civilian sectors for over 15 years in the areas of performance measurement, process redesign, training, and strategic business planning. He has worked for Price Waterhouse, Booz Allen Hamilton, and Electronic Data Systems. He is currently supporting the Office of Director of National Intelligence (ODNI). He earned a B.S. degree in Education from the University of Maryland at College Park and an M.A. in Administration and Supervision from Bowie State University. He lives in Northern Virginia with his wife, Denise.

Abstract:
The following question has plagued the 15 organizations that compose the Intelligence Community and many other organizations that must find an answer to improve their performance: Why does collaborative information sharing seem to naturally occur during periods of crisis and seem to be so illusive during period of routine operation? Upon reflection, the answer may be that organizations and individuals view the value of collaboration differently, from a cost-benefit perspective, depending on their operational mode. This session will present the challenges associated with collaboration and the factors that must be present in order for an organization to increase collaboration within and between IC organizations.
