Biography

Joseph Tenaglia is a graduate of Pennsylvania State University where he completed a four year NROTC scholarship program.
He was commissioned as an Ensign in the United States Navy and went on to serve twenty years as a Navy Explosive Ordnance
Disposal Officer (EOD). He has had extensive experience in special operations, emergency management, anti-terrorism and
the intelligence fields serving in Europe, the Middle East, and Pacific theaters of operation. He was a member of a variety
of Interagency Working Groups providing EOD support to federal, state, and local law enforcement authorities and emergency
service officials. Following his career in the USN he served as an Anti-Terrorist Training Officer, for the Military
Sealift Command where he developed curriculum and provided instruction for professional merchant mariners, naval, USCG,
and law enforcement personnel in force protection, terrorist operations, anti-terrorism awareness, small arms, and
shipboard security tactics. His course is recognized as the international standard for merchant marine anti-terrorism
measures and guidelines.
In 2002 he formed Tactical Defense Concepts, which has provided security training, threat assessments and security services
to a wide variety of US and foreign flag vessels. He has taught at many of the US merchant marine academies, and is an
adjunct instructor at the United States Merchant Marine Academy. He is a co-author of "The Vessel Security Officer" a newly
released publication by the Cornell Maritime Press.
