Biography
Speaker's Photo Holly is the Lead Engineer overseeing the Antiterrorism/Force Protection (ATFP) practice at Hinman Consulting Engineers, which has offices in San Francisco, New York City and Washington, DC. She provides vulnerability assessments and design guidance for new and existing buildings to meet current U.S. military standards for explosive weapons threats. She also has extensive experience in hazard evaluation and mitigation of window systems for terrorist threats to meet current the ISC Security Design Criteria.

Holly is also a FEMA Urban Search and Rescue Volunteer Logistics Manager and Structural Specialist with California Task Force 3. She was deployed to New York City in the aftermath of the September 11, 2001 collapse of the World Trade Center to evaluate the safety of damaged buildings in the surrounding area and help to structurally stabilize unsafe structures.

Holly received her BS and MS in Civil Engineering from Stanford University, and is a registered Professional Engineer in California.



Session BI24: Anti-Terrorist Design Considerations for Mission Critical Facilities

Abstract:
It is becoming routine for high risk federal agencies and corporations to incorporate design measures to mitigate the effects of explosive terrorist attack for new facilities and major renovation of existing facilities. Because of their criticality, these facilities often have demanding requirements such as remaining operational post-event or reducing the business disruption to a few weeks. If the protective design measures necessary for insuring that these goals are met are not implemented early in the design process there may be a significant impact on the construction cost and potentially the effectiveness of the blast resistant design. Understanding the basics of how explosions damage buildings and what mitigation measures are available architecturally and structurally are key for the stakeholders to understand to effectively incorporate anti-terrorist design into their facilities.

This presentation includes a discussion of the following blast resist design concepts critical for stakeholders to understand before undertaking the design and construction of facilities: building damages caused by explosions; explosive threat scenarios considered in design; protection level definitions; federal government criteria; design issues affecting the site, architecture and structure; retrofit designs available; and relative importance of the various countermeasures available.
